📄 GUIDELINES FOR RIGHT OF WAY (ROW) APPROVAL

Kano State Urban Planning and Development Authority (KNUPDA)


🧾 1. INTRODUCTION

These guidelines outline the procedure for obtaining Right of Way (ROW) approval for infrastructure development such as fibre optic cables, pipelines, utilities, and related works within Kano State.

All applicants must obtain approval from the Kano State Urban Planning and Development Authority (KNUPDA) before commencing any ROW-related activity.


📂 2. APPLICATION REQUIREMENT

Applicants are required to submit a formal application letter addressed to:

The application should include:

  • Description of proposed project
  • Location and route details
  • Scope of work
  • Project drawings/layout (where applicable)
  • Contact details of applicant

🧾 3. APPLICATION PROCESS

Step 1: Submission

  • Submit formal application to KNUPDA

Step 2: Technical Assessment

  • The application is forwarded to the Engineering Department
  • Technical evaluation of:
    • Route alignment
    • Impact on infrastructure
    • Compliance with planning standards

Step 3: Demand Notice

  • Upon successful assessment, a Demand Notice is issued to the applicant
  • This outlines:
    • Applicable fees

Step 4: Payment

  • Applicant makes payment as indicated in the Demand Notice
  • Payment must be made via approved government channels

Step 5: Approval Issuance

  • Upon confirmation of payment, KNUPDA issues:
    • Right of Way Approval Notice
    • Conditions of execution

⏳ 4. PROCESSING TIME

  • The entire process shall be completed within five (5) working days, provided:
    • All required documents are submitted
    • Payment is made promptly

📜 5. CONDITIONS OF APPROVAL

  • Work must strictly follow approved route and specifications
  • Any damage to public infrastructure must be repaired by the applicant
  • Proper safety measures must be observed
  • Relevant agencies must be notified before commencement

  • No excavation or installation shall commence without approval
  • Unauthorized works may result in penalties or stoppage
  • Applicants must comply with all regulatory requirements
